【摘 要】近些年来，随着社会的不断发展与进步，社会中的各行各业已经开始逐渐应用了绩效管理理论与实践对企业进行管理。随着我国医疗改革的不断深入，在医院也逐渐应用了绩效管理理论与实践这种管理方式，经过长时间的实践发现，这种管理模式能够在很大程度上提升医院的管理质量以及效率，与此同时，这也就称为我国医院改革的主要方向，为了能够使绩效管理理念与模式能够在医院中发挥最大的价值以及意义，本文主要针对以工作量和成本控制为导向的医院绩效管理模式进行深入的研究与探讨。

引言：在传统医院管理的模式中，在绩效这方面一般都是采用成本核算的方式进行相应的工作，从客观的角度来说，这种绩效分配方式在很大程度上使医疗公务人员薪酬分配具有很大的不公平性，甚至在某些方面加重了患者的就医负担。为了能够改善这样的医疗现状，使医疗公务人员的薪酬分配更加的公平，减轻患病就医人员的看病负担，怎样构建一套公平完善的绩效管理制度已经成为了医疗行业的一大难题。
