摘 要： 通过对当阳市自然概况、城市森林现状及城市特色分析和评价，明确了规划期限、范围、目标及指导思想，在总结以往建设经验的基础上，结合当阳市生态环境及城市文化现状，最终确定了“历史文化名城、生态宜居当阳”建设理念和“一核”“两轴”“双带”“三河”“多廊”“群点”为框架的的当阳市森林城市建设布局，以及森林网络、森林健康、林业经济、森林文化、森林管理5大体系建设重点和要求，以期为我国森林城市的规划建设提供借鉴和参考。

Abstract： Based on analysis and evaluation of natural situation，forest status and characteristics of Dangyang city，the planning period，scope，objectives and guiding ideology were introduced.The authors reviewed the experiences from other cities and summarized the current conditions of ecological environment an urban culture in Dangyang city to finally define the concept of “historical and cultural city，ecologically livable Dangyang” and propose the construction layout consisting of “One core，two axes，dual belt，three rivers，multi-corridor and group points”.It also elaborated the key points and requirements of five major systems including forest network，forest health，forestry economy，forest culture and forest management.The study was aimed to provided references and experiences for other cities to create forest city.

2016年3月，《中华人民共和国国民经济和社会发展第十三个五年规划纲要》明确提出“发展森林城市，建设森林小镇”，巩固生态安全屏障，标志着森林城市建设已成为党和国家的意志，融入了国家重大发展战略之中。

从“城市林业”“生态城市”到“森林城市”[1-3]，林业与城市的关系日益密切，如何将森林与城市更好地融合已成为现代城市建设发展的方向[4]。习总书记说：“绿水青山就是金山银山”。经济发展离不开城市，城市离不开生态环境，将来的城市必然是经济与生态相结合的城市。发展森林城市已成为增强城市综合实力的重要手段和推进城市现代化的重要措施[5，6]。森林城市建设重点在于构建城市森林，营造“城在林中，林在城中，城林交融”的景象，并大幅度提升全域范围的绿量[7，8]。
