摘  要：技术转移机构是实现技术转化和技术创新的重要组织，美国、英国、德国等发达国家都设立了多种类型的技术转移机构，积累了丰富的经验，为经济发展做出了重要的贡献。文章通过分析不同国家技术转移机构的组织模式、运行模式、管理模式等，总结其成功经验与启示：从科技成果供需两侧同时发力、设立合理规范的工作流程、重视技术经理人培训、加强不同机构的协同合作。

Abstract： Technology transfer institutions are important organizations for technological transformation and technological innovation. The United States， the United Kingdom， Germany and other developed countries have established various types of technology transfer institutions， and they accumulated rich experience and made important contributions to economic development. This article summarizes successful experience and enlightenment by analyzing the organizational model， operation mode and management mode of technology transfer institutions in different countries：both sides of the supply and demand of  technological achievements should be emphasized; a reasonable and standardized work flow should be established; training of technical managers should be emphasized; coordination and cooperation between different institutions should be strengthened.

科技成果轉化是一个科技与经济融合的过程，随着科学技术的发展和科技成果应用速度加快，各国纷纷把促进科技成果转移转化作为促进经济社会发展的重要手段。本文对德国史太白技术转移中心、英国BTG、美国大学技术经理人协会、以色列“首席科学家办公室”等极具代表性的国外科技成果转化实践模式进行分析，并总结对技术转移工作的启示。

1  国外技术转移机构情况简介

1.1 德国史太白技术转移中心

史太白技术转移中心（以下简称“史太白”）成立于1971年，是德国最大的技术转移服务机构，宗旨是促进知识和技术的转移。史太白的服务领域涵盖咨询服务、研究开发、国际技术转移和技术经理人培训。依靠完善的专家网络，史太白能够根据客户的具体需求快速反应，找到具体领域的专家予以咨询，并通过限时免费咨询服务创造大量用……
