摘 要：政府部门对企业提供研发补贴，可以帮助企业降低研发风险，提高企业研发投入的积极性。在市场上存在两家企业能够提供满足政府需求产品的情况下，政府部门要决定的一个关键问题是给两家企业都提供研发补贴还是给工艺水平最高的企业提供研发补贴。应用逆向归纳方法，构建模型，对此问题进行分析。研究认为研发风险、技术溢出效果、生产成本关于产量的弹性系数以及生产成本关于实现工艺水平的弹性系数等因素对政府的决策过程有着重要影响。研究结果对认识政府决策过程以及政府提供研发补贴的策略问题有着一定的理论和现实意义。

Abstract：To provide R&D subsidies for enterprises can help enterprises to reduce R&D risk，and improve the enthusiasm of enterprise R&D investment.If there are two companies in the market，they are able to provide products that meet the needs of the government.A key decision for government to make is to provide research and development subsidies for the two companies or to provide research and development subsidies for the advanced technology company.The study suggests that the risks of R&D，technology spillover effect，the elasticity of production cost with respect to output and the elasticity of production cost with respect to the innovation level have an important impact on the decision-making process of the government.The research results have certain theoretical and practical significance to the understanding of the government decision-making process and the policy of the government to provide R&D subsidies.

0 引 言企业和公共科研机构投入技术研发，对企业获得竞争优势，对整个社会福利增长和经济进步有重要意义。但是，由于存在的知识产权界定问题，可能发生的技术溢出效果以及技术研发的内在风险，造成了企业和公共科研机构技术研发的积极性不够、研发投入不足的情形，因此，需要政府部门对企业和公共科研机构的技术研发活动进行积极“干预”。政府对企业和公共科研机构提供研发补贴，对降低企业和公共科研机构技术研发的风险，帮助企业和公共科研机构积极应用新技术或者开发新产品有着积极作用。比如：在2015年，江苏提高了新能源公交车的补贴，增加对新能源汽车产品的研发奖励。……
