摘 要

科技项目档案中蕴藏着科技信息资源，创新科技项目档案传统管理模式，强化对技术类信息资源的采集，分析、编研推出科技项目档案信息化产品，是信息时代促进科技创新水平提高的有效途径。通过搭建共享平台，使科技项目档案信息资源面向社会公众开放共享，也是避免国家科技资源浪费的有效手段。

Abstract Archives of scientific and technological projects bear scientific and technological information resources， so innovating the traditional management mode of scientific and technological project archives， strengthening the collection of technological information resources， analyzing， compiling and launching informatized products of scientific and technological archives are effective ways to promote the improvement of scientific and technological innovation level in the era of big data. By building a platform for sharing，  information resources of scientific and technological project archives are opened to the public， which is an effective way to avoid waste of national scientific and technological resources.

信息時代，海量数据的产生、传播和利用作为一种新的推动力改变着人类社会的发展方式。在这个背景下，科技创新活动机遇和挑战并存，收集、利用好科技信息资源对促进创新、驱动发展意义重大。科技信息资源是记载科学技术活动的信息载体，反映前人所取得的科研成果，是记录、传播科技信息，促进科学技术再发展的重要基础。科技项目档案作为国家的宝贵财富和科技信息资源的重要组成部分，也面临着从“死档案”变成“活信息”、从“档案库”变成“思想库”的挑战[1]。如何尽快转变科技项目档案管理模式，对蕴藏其中有价值的信息进行挖掘，开发出丰富多样的科技信息产品是目前重要的研究课题。

2013年，全国数字档案馆（室）建设推进会上提出“存量数字化、增量电子化”战略，科技项目档案数字化建设全面推进。科技项目档案数字化、电子化，是将其开发为科技信息资源的基础。数字化是指采用扫描仪等设备对纸质档案进行数字化加工，使其转化为存储在以计算机为依托的载体上的数字图像，并按照纸质档案内在联系，建立起目录数据与数字图像关联关系的处理过程。……
