摘 要

政府治理理念的发展使得档案在国家治理体系中的重要作用日益凸显，近年来国际相关组织在政府治理、信息共享和文献遗产保护方面相继出台了一系列的政策声明，也给国内国际档案界与各级档案馆带来了新的机遇和挑战。在综合分析有关政策和英、美、澳等国家档案馆的长期战略规划的基础上，提出国际档案未来发展方向和趋势的总结和展望。

Abstract The development of governing concepts of government makes archives play an increasingly important part in the national governance system. In recent years， relevant international organizations issued a series of statements and policies about government governance， information sharing and document legacies protection， bringing about challenges and opportunities both to archival circle at home and abroad and to archives of various levels. Through comprehensive analysis of related policies and long-term strategic plans of archives in countries like the United Kingdom， the United States and Australia etc， the paper makes a summary and prospect of future development direction and trend of international archives.

信息技术为当今档案工作带来了新的契机，也带来了诸多挑战，数字文件持续快速增长导致的长久保存和信息安全问题，电子文件真实性、完整性、有效性的保证一直是业界难题之一。目前大型综合档案馆的数字馆藏量都以TB级计算，要满足海量存储和检索利用需求，就要有安全、稳定、高性能的存储设备和网络设备及相应的软件支持，这些都需要巨额的资金投入。大数据、云计算等新兴技术的应用也给档案安全带来了新的挑战。政府治理理念的发展使档案在国家治理体系中的重要作用日益凸显的同时，也给档案界及各国档案馆带来了新的课题。

一、国际组织相关政策对档案领域的巨大影响

近几年，联合国及国际政府组织在政府治理、信息共享和文献遗产保护方面相继出台重大政策，对档案领域的发展产生了巨大影响。

2011年10月联合国教科文组织（UNESCO）发布的“档案共同宣言”（Universal Declaration on Archives）称：“档案是信息的权威来源，而信息则是负责任和透明的行政行为的基础。……
