摘 要

首先分析了我国档案开放工作现状，指出其中的症结与难点，紧接着根据城建档案管理的工作实际，对专业档案的开放利用进行了研究，分析造成目前档案开放工作状况的主要原因，最后通过工作中的经验积累，给出在目前看来操作简单切实可行的解决办法，旨在提高全社会对档案的认知与认同，切实推进档案开放工作的稳步发展。

Abstract Firstly， the paper analyses the current situation of archives opening work in China， points out the crux and difficulty of it， and then， according to the actual work of urban construction archives management， studies the opening and utilization of professional archives. It also analyses the main reasons for the current situation of archives opening work. Finally， through the accumulation of experience in the work， it gives simple and feasible solutions to the current situation to enhance the whole society's awareness and recognition of archives and effectively promote the steady development of archives opening.

档案开放30余年，我国档案信息资源15%[1]24不到的开放率在英美国家60%以上的数值面前略显苍白，如何在开放工作中掌握开放的度，深入发掘档案信息资源，在保护档案前提下尽可能提高档案利用率一直是开放工作的讨论焦点。档案开放是档案工作的最終目的，也是实现档案价值的必经之路，束之高阁的档案只能是工作总结上一串串生硬的数字，只有走出库房，为社会公众所服务，才能体现档案工作的意义，实现档案的自身价值。档案开放与保密工作相互依赖，缺一不可，如何在确保档案安全和符合相关规定的前提下发掘档案信息资源，提供利用，需要控制好档案开放与保密之间“度”的问题，维持开放与保密之间的平衡。

一、我国目前档案开放现状分析

我国档案事业起步晚，发展历程中积累的经验尚未完善，在档案日常管理工作中遇到问题不可避免，档案开放工作中遇到的问题，目前主要有以下三种。
