摘 要

对电子文件全数字管理框架的研究旨在推进文件数字转型理论与方法的完善。本文以案例研究与文本分析法，从战略、制度、系统和评估工具四个层面梳理美国联邦政府的电子文件全数字管理框架，发现其构件多元设定、框架整体关联、构建有序升级的特点。以此，立足我国国情提出强化实施框架全数字目标导向、完备实施框架整体设置、推进实施框架深入应用三个方面策略。

Abstract The research on framework of full digital management of electronic records aims at improving the digital transformation theory and method. With the method of case study and text analysis， this paper combs the full digital management framework of electronic records of the U.S. federal government from the perspective of strategy， institution， system and evaluation tool， and finds its characteristics of diverse components， correlated framework and progressive upgrading construction. Then based on the national conditions of China， the paper proposes strategies to strengthen full digitization direction， improve integral setup and promote deeper application of framework.

一、引言

数字技术已全面融入社会的方方面面，在“互联网+”、人工智能、大数据等国家战略的驱动下，数字文件的全程全面无缝支持已成为实践所需，即文件在全流程中均以数字形式形成、捕获、管理、处置和利用，从而适应数字环境所需。电子文件的全数字管理在如政务、税务、电商、能源等各领域中得到热烈探讨与积极探索，并进一步推进研究领域的关注。

各国与地区均将电子文件全数字管理作为重要的规划目标。澳大利亚基于数字连续性提出在2016年完成联邦政府的全数字形成、管理与保管文件目标，其目标基本实现;美国联邦政府在《政府文件管理指令》的推进下，完成了2019年实现电子文件尤其是电子邮件全数字管理的多数目标;英国中央政府亦在数字连续性项目的支持下，较大程度实现了文件管理的数字转型;我国在电子文件部级联席会议委员会和国家档案局的推进下，开展了电子文件管理的前沿示范探索，电子文件单轨制管理在上海自贸区等均展开了试点工作，电子文件的全数字管理亦在一定进程中。……
