摘  要：我国的城镇地籍数据库建设起步较晚，并且这个过程中存在很多困难。本文详细介绍了城镇地籍数据库建设的研究现状和城镇地籍数据库建设目标及任务。为了更好地完成城镇地籍数据库建设，本文提出城镇地籍数据库建设的具体实施方案，数据库基础准备资料和数据采集与录入是城镇地籍数据库建设的关键。

Abstract：The construction of urban cadastral database in China started late，and there are difficulties in this process. This paper introduces in detail the current situation of urban cadastral database construction and the objectives and tasks of urban cadastral database construction. In order to better complete the construction of urban cadastral database，the author puts forward the concrete implementation plan of the construction of urban cadastral database. The key to the construction of urban cadastral database is to prepare the basic data of the database and to collect and input the data.

1  城镇地籍数据库建设的研究现状

和国外相比，我国的城镇地籍数据库建设起步较晚，并且这个过程中存在很多困难。1986年我国才开始公开征集关于建立地籍信息系统的总体方案，经过三年的时间才提出建设方案，接下来在全国开始试点，随后在全国范围内大力试行，最终形成较为规范的建设方案，城镇地籍数据库建设工作才得以开展。我国的地籍管理信息系统建设和相关自动化管理研究逐步走上了正轨，地籍管理信息系统建设的速度和之前相比有了突飞猛进的提高。我国地籍管理信息系统建设的发展大致可分为四个阶段：第一阶段为20世纪80年代中前期，该阶段对地籍管理信息系统建设的相关技术进行了系统的研究，为地籍管理奠定了基础;第二阶段为20世纪80年代后期，该阶段开发了与地籍管理信息系统建设有关的DGCAD软件（地籍调查微机处理系统），该软件增加了测量数据编码的功能，可以對宗地土地的面……
