摘  要：在国家教育考试标准化考点建设取得巨大成效的同时，也出现了考务管理脱节、信息资源利用不足、缺乏统一标准等问题。本文提出通过引入云计算技术，结合大数据与物联网技术，搭建考务数据中心，构建系统化、整体化、智能化、可扩展的国家教育考试综合管理平台。并立足于江苏省的标准化考点升级建设给出了云环境下国家教育考试综合管理平台架构的设计方案。

Abstract：While the national education examination standardization test center construction has achieved great results，there have also been problems such as the disconnection of examination management，the lack of utilization of information resources，and the lack of uniform standards. This paper proposes to build a test data center by introducing cloud computing technology，combining big data and internet of things technology，building examination data center，and constructing a systematic，integrated，intelligent and scalable national education examination comprehensive management platform. Based on the upgrade of the standardized test sites in Jiangsu Province，the design plan of the national education examination comprehensive management platform architecture under the cloud environment is given.

0  引  言

國家教育考试是当前社会普遍认同的、较为有效和公平的人才选拔制度，《国务院关于深化考试招生制度改革的实施意见》提出要保证考试招生“机会公平、程序公开、结果公正”。考试公平，关乎考生的个人命运、社会和谐稳定以及诚信体系的构建。党中央、国务院历来对国家教育考试改革和安全工作高度重视，2011年教育部、财政部联合发文大力推进标准化考点的建设工作。至2013年底，经过各省（区、市）的共同努力，国家教育考试标准化考点建设任务已基本完成。标准化考点建设成效显著，自标准化考点运行以来，监考更规范、巡考更高效、考生违规违纪现象大幅下降[1]，有效制止舞弊行为，有力地保障了国家教育考试的公平。

由于在标准化考点建设初期，未充分考虑其与网上报名系统、评卷系统、志愿填报系统、录取系统等考试环节中的各种考务相关系统之间的数据共享问题，随着标准化考点的普及与深入应用，考务管理脱节、信息资源利用不足等问题逐渐突显;同时，随着信息技术的更新迭代，标准化考点已有监控技术难以有效防控层出不穷的新型高科技作弊手段。……
