【摘 要】随着国有企业的深化改革，企业劳动关系正日益趋于市场化，也直接影响着企业的发展。而如何维护好企业内部和谐劳动关系，最大限度的让员工为企业做出贡献，就是工会的责任与义务。新时代下的工会组织，不仅仅是保证员工基本福利发放的岗位，更要负责员工思想动态的引导，职业生涯的规划等一系列重任，这就对工会工作提出了更高的要求。新时代下的工会组织要肩负起构建行业内和谐劳动关系的重任，确保企业与员工共赢，不断自我改进，自我提高，为企业持续、健康、稳定发展做出一份实际的贡献。

【Abstract】With the deepening reform of state-owned enterprises， the labor relations of enterprises are becoming more and more market-oriented， which also directly affects the development of enterprises. How to maintain a harmonious labor relationship within the enterprise and maximize the contribution of employees to the enterprise is the responsibility and obligation of the trade union. The trade union organization in the new era is not only a position to guarantee the basic welfare of employees， but also a series of important tasks such as the guidance of employees' ideological dynamics and the planning of careers. This puts higher demands on the work of the trade unions. The trade union organizations in the new era must shoulder the heavy responsibility of building harmonious labor relations in the industry， ensure the win-win situation between enterprises and employees， continuously improve themselves， improve themselves， and make a practical contribution to the sustainable， healthy and stable development of enterprises.

隨着党的十九大报告明确指出，完善政府、工会、企业共同参与的协商协调机制，构建和谐劳动关系。这是继2015年中共中央、国务院发布关于构建和谐劳动关系的意见以来，进一步作出的决策部署。然而，当前构建和谐劳动关系尚面临诸多问题，需要在新时代、新形势和新要求背景下，完善构建和谐劳动关系的新的规则支持体系。中国铁路建设作为国家财政收入的支柱行业，社会经济体系的重要组成部分，对于创造社会价值、维护经济稳定都具有十分重要的作用。某种角度上说，要实现建设和谐社会的总体目标，企业自身必须要优化内部环境，积极构建和谐企业。
