【摘 要】为贯彻落实公路养护管理“更好地为公众服务”价值观，以及“畅通主导、安全至上、服务为本、创新引领”十六字方针，同时为进一步提升公路服务水平，交通部决定在普通国道建设基础上组织创建“畅安舒美”示范公路活动。“畅安舒美”示范路的建设与一直以来的传统公路建设相比较，在建设目标、建设模式、专业技术以及管理方式上都有着明显的提升和不同。应形成一套规范化的建设、实施以及管理模式，为“畅安舒美”公路的建设提供实施范例并起到推动和引领的作用。

Discussion on "Chang'an Shu Mei" Construction of National and Provincial Main Road in Mountainous Areas of Southeast Guizhou

【Abstract】In order to implement the "better service for the public" values of road maintenance management， and the 16-word policy of "unchanged leadership， safety first， service-oriented， innovation leading"， and at the same time to further improve the level of road service， the Ministry of Communications decided to be in the ordinary national highway. On the basis of construction， the organization created the "Changan Shumei" demonstration road activity. Compared with the traditional highway construction， the construction of the "Chang'an Shumei" demonstration road has obvious improvement and difference in construction objectives， construction mode， professional technology and management methods. A set of standardized construction， implementation and management modes should be formed to provide an example of implementation and promote and lead the construction of the "Changan Shumei" highway.

1. 前言

（1）交通部關于畅安舒美路创建的总体要求是“一个中心，三个推进、五个提高”[1]。即：以构建“畅、安、舒、美”的公路交通环境为中心，推进决策科学化、技术进步和管理规范化，提高公路通行能力、路况水平、安全水平、出行服务水平和路域环境综合水平。创建畅安舒美路主要适用于一级公路和二级公路[2]。 2017年2月，国家六大部门联合印发了《关于促进交通运输与旅游融合发展的若干意见》，意见从当前我国大众旅游时代的来临对交通运输的新需求出发，提出构建“快进慢游”的旅游交通网络。

（2）贵州省G242天柱新寨至锦屏大同公路建设将响应“畅、安、舒、美”的号召，以“保畅通、保安全、树品牌、树形象”为突破口，打造具有地域文化特色的绿色廊道，提升公路品质[3]，使其打造成为国省干道中既能体现旅游服务功能的特色，又能体现出“畅、安、舒、美”设计理念的精品之道。……
