【摘 要】基础设施是城市发展的基础，在政府基础设施建设快速发展的同时，基础设施建设投入大幅增加，仅仅依靠财政投资、土地储备已不足以支付。因此，有必要引入创新的投融资策略，以进一步提高我国基础设施建设质量与效益。本文以交通运输为例，先分析了基础设施投融资现状，然后，重点研究了基础设施建设投融资策略，以供参考。

Investment and financing strategy for urban infrastructure construction

【Abstract】Infrastructure is the foundation of urban development. While the rapid development of government infrastructure construction， the investment in infrastructure construction has increased substantially. It is not enough to rely solely on financial investment and land reserves. Therefore， it is necessary to introduce innovative investment and financing strategies to further improve the quality and efficiency of infrastructure construction in China. Taking transportation as an example， this paper first analyzes the status of infrastructure investment and financing， and then focuses on the investment and financing strategy of infrastructure construction for reference.

城市基礎设施是城市建设发展的重点内容之一，随着社会的不断发展，城市面貌发生了翻天覆地的变化，基础设施建设也日益完善，但由于原有基础十分薄弱，历史欠账太多，现如今，城市基础设施供给不足等问题逐渐显现出来，而这些都与投入不足有关。要解决这些问题，就需要加快城市基础设施建设投融资体制改革。交通运输行业作为我国的第三产业不断崛起，发展迅猛，然而，我国目前面临的问题，主要是交通运输基础设施建设无法企及现代化经济发展的速度。相比较国外现状，我国现有基础设施仍显匮乏，总体规模较小。因此，为了鼓励交通运输行业基础设施的建设，不能仅仅单纯依靠政府资金支撑，必须要积极创新投融资策略，通过政府与社会资本合作共同开发交通运输基础设施，来拓宽政府的资金来源，减少当期财政支出和债务负担，同时激励和发挥社会资本的能动性和创造性，实现“双赢”的目的。
