【摘 要】随着科学技术的进步与人民生活水平的提高，安全越来越受到人们的重视，建筑企业不再仅仅关注质量、工期、成本三大传统目标。本文建立了一个以建设行政监管部门和施工企业为参与者的安全监管博弈模型，通过对纯战略纳什均衡和混合战略纳什均衡的分析，并结合我国建筑生产安全的现状，从建设行政主管部门和施工企业的角度研究了导致我国建筑生产问题的主要原因，并在此基础上对建筑生产安全的监管行为提出了部分政策建议。

【Abstract】With the progress of science and technology and the improvement of people's living standards， security has been paid more and more attention， construction enterprises no longer only focus on quality， duration， cost of the three traditional goals. This paper establishes a safety supervision game model with construction Administrative Supervision Department and construction Enterprise as participants， through the analysis of pure strategic Nash equilibrium and mixed strategy Nash equilibrium， and combined with the present situation of building production safety in China， studies the main causes of construction production problems in China from the perspective of Construction Administrative department and Construction Enterprise， On this basis， some policy suggestions are put forward for the supervision behavior of building production safety.

1. 引言

（1）我國建筑业从业人数由20世纪90年代初的2500万人，发展到2003年的3893万人，完成的建筑业产值突破21865.49亿元人民币。实践证明，建筑业改革开放以后，大量农民工加入城市建筑队伍，建设高潮的到来，加上安全管理跟不上去，导致了一个新的事故高发期。据统计，2000年建筑业发生事故846起，死亡987人;2001年发生事故1004起，死亡1045人;2002年发生事故1278起，死亡129.2人;2003年发生事故1278起，死亡1512人;2013年发生事故85起，死亡320人[1]。因此，建筑安全管理已经成为建筑施工生产的重中之重，国家及地方政府、相关部门关注的重点。但值得深思的是，我们在建筑安全管理方面已经从法律、制度上不断完善，并积极推广安全第一的理念。但是所有出台的措施在实际安全生产中的应用效果却大大折扣，安全事故的发生率仍然很高。

（2）根据国内外相关学者调查结果可知，其主要原因有以下两个方面：某些施工企业为追求利润最大化，在安全投入上面进行克扣和节省;而某些监管部门为了追求更多的经济利益，在安全监管上睁一只眼闭一只眼，导致安全监管不能有效的进行。……
