【摘 要】随着通信的发展。用户对通信的需求逐渐提高。当前的通信网络运营商为了向用户终端提供语音服务主要采用了双待机和CSFB方式。智能网V0LTE 的出现为运营商语音业务的发展提供了新的技术。智能网VOLTE优化可以改善传统网络存在的不足，实现增值业务，因此，智能网VoLTE建设已经成为运营商在提高客户感知、增加收入的重要手段之一。

【Abstract】With the development of communication. The user's demand for communication is gradually increasing. In order to provide voice services to user terminals， current communication network operators mainly adopt dual standby and CSFB modes. The emergence of intelligent network V0LTE provides a new technology for the development of carrier voice services. Intelligent network VOLTE optimization can improve the shortcomings of traditional networks and realize value-added services. Therefore， the construction of intelligent network VoLTE has become one of the important means for operators to improve customer perception and increase revenue.

1. 引言

智能网业务是一种依附于基础话音的增值业务，业务种类复杂多样，总体区分为两大类，一为全网统一类业务，有V网、欠控、充值、400、一卡多号等业务;另一类为各省内特色业务，粗估约5大类共41种。目前智能网的发展主要面临三大困境：首先，智能网新业务提供难、上线难。智能网业务数量多且内部逻辑存在耦合，新业务需求往往涉及原有业务逻辑修改，导致现有设备需要改造，并影响现有业务运行;其次，智能网业务与厂家设备紧耦合，难以引入竞争，其业务特征类似但难以标准化，无法引入新合作伙伴来支撑智能网业务发展，投资难以降低，对于一点接入、全网服务的平台业务能力开放趋势有一定的限制;最后，智能网设备版本众多，维护难度大，统一管理困难。设备小版本甚至因省而异、因业务而异，维护复杂，难以全国进行统一管理。因此，新的智能网的未来架构，既要能够快速提供业务，具备灵活性，也要兼顾网络标准化和统一维护的管理需求。
