【摘 要】“巧妇难为无米之炊”，没有合格的材料便无法施工出合格的工程。加强对油气管道安装工程材料的质量控制是保证油气管道工程安全正常运行的重要环节。本文结合笔者工作实际浅谈油气管道安装工程材料和零部件质量控制的方法。

【Abstract】"It is difficult for a woman to be a rice without a meter." Without qualified materials， it is impossible to construct a qualified project. Strengthening the quality control of oil and gas pipeline installation engineering materials is an important link to ensure the safe and normal operation of oil and gas pipeline projects. This paper combines the author's work to discuss the methods of quality control of oil and gas pipeline installation engineering materials and parts.

1. 引言

（1）油气管道安装工程是一种高危险性的公益工程。油气管道一旦发生泄漏、起火、爆炸，将直接威胁到国家财产和人民生命安全，同時会对生态环境造成严重的损害。近年来，发生在石油石化行业的惨痛教训时刻在警示着无数从业者，因此，加强油气管道安装工程的质量控制有着十分重要的现实意义。

（2）油气管道安装工程的质量是由多种因素决定的，其中材料（包括零部件）的质量是油气管道安装工程质量的决定因素之一。控制好油气管道安装工程材料和零部件的质量，就是从源头上保证油气管道安装工程的质量，进而保证油气管道的安全正常运行。

2. 油气管道安装工程材料的控制

按照相关规范要求，结合我公司多年实践，笔者认为油气管道安装工程材料的质量控制可由以下五个大的控制环节组成：

2.1 采购环节的控制。

（1）首先是材料采购计划的编制。采购计划由材料工程师按蓝图料表（在国际项目中通常根据MR文件）进行编制，需详细注明材料的型号、规格、数量、制造标准和检验验收标准（国际项目一般参考ISO和ASNI的标准）等;有特殊要求的材料必须进行清楚的说明。……
