【摘 要】随着市场竞争日趋激烈，中国某运营商面临的市场、管理等方面的压力越来越大。国内电信市场的开放，打破了以前独家垄断的局面，一方面，中国联通在移动电话业务方面给中国某运营商带来了很大的市场压力，另一方面，中国某运营商也在寻求着新的业务增长点，在数据、国际、传输等领域不断拓展自己的业务空间，提高企业的运营收益。

为适应业务发展的需求，中国某运营商决定对业务运营支撑系统进行整合，在全国范围先后实施了BOSS（Business&Operation Support System）、客户服务系统和经营分析系统的建设和改造工程，逐步构建起了以省为单位、全国联网的中国某运营商的业务支撑网。在今后相当长的一段时间内，作为中国某运营商“服务与业务领先”战略的支撑和保障手段，业务支撑系统的建设与发展将继续成为业界关注的焦点。

【Abstract】With the increasingly fierce market competition， the pressure on the market and management faced by an operator in China is increasing. The opening of the domestic telecommunications market has broken the previous monopoly. On the one hand， China Unicom has brought a lot of market pressure to a Chinese operator in the mobile phone business. On the other hand， a Chinese operator is also seeking The new business growth point， in the data， international， transmission and other fields continue to expand their business space， improve the operating income of the enterprise.

In order to meet the needs of business development， an operator in China decided to integrate the business operation support system， and implemented the construction and renovation project of BOSS （Business & Operation Support System）， customer service system and business analysis system nationwide. A business support network for an operator in China that is networked by the province. For a long period of time in the future， as a support and guarantee for the "service and business leading" strategy of a Chinese operator， the construction and development of the business support system will continue to be the focus of the industry.

1. 背景和意义

（1）当今通信市场正由传统的以通信网和市场为中心的竞争转变为以客户为中心的服务质量的竞争。面对改造完成后系统的复杂多样性和不断扩充的业务需求，如何保障业务支撑系统的正常稳定运行，从而确保并逐步提升移动的服务质量，迫切要求建立一个能够对业务支撑系统进行集中监控、集中维护、集中管理的网管系统，即业务支撑网网管系统（以下简称BOSS网管系统）。借助BOSS网管系统，可以实现“集中监控、集中维护、集中管理”的现代化网络管理模式，并建立面向应用、面向市场的业务支撑网网管系统。……
