摘要：在环境危机以及能源危机的双重压力下，电煤市场的竞争压力被推上了一个新的高度。从发电企业的燃料管理角度来看，日趋激烈的电煤供需矛盾，以及煤价的大幅波动，让相关管理者充分意识到了燃料成本管理的重要意义。借助燃料成本的控制，降低发电企业的经营成本，提高企业的经济效益，成为火电厂燃料管理的重要目标。

Abstract： Under the dual pressures of environmental crisis and energy crisis， the competitive pressure of the coal market has been pushed to a new height. From the perspective of fuel management of power generation companies， the increasingly fierce contradiction between supply and demand of coal and the large fluctuations in coal prices have made the relevant managers fully aware of the importance of fuel cost management. With the control of fuel costs， reducing the operating costs of power generation companies and improving the economic efficiency of enterprises has become an important goal of fuel management in thermal power plants.

0  引言

在火电厂的经营活动中，燃料成本是整个经营成本中最大的可变成本，同时也是风险管理的重要内容。近年来，电煤市场的竞争日益激烈，火电厂的燃料管理面临新的挑战。管理实践中，火电厂的燃料成本可分为固定项目与可变项目两个部分。固定项目的成本控制存在较大的难度，且控制措施能够获得的效益相对有限;与之相比，加强可变项目的成本控制，能够切实降低燃料成本给火电厂经营带来的风险，并促进发电企业经济效益的增加。

1  火电厂燃料成本的影響因素

火电厂燃料成本控制是整个成本管理的重要内容，一般而言，火电厂的燃料成本的占比可超过发电总成本的七成以上，通过燃料成本的有效管理实现企业经济效益的增加，具有一定的可行性。但要保证燃料成本管理措施的合理性与实际效益，相关的管理者就需要明确火电厂燃料成本的主要影响因素。从笔者既往的管理经验来看，火电厂燃料成本的影响因素主要包括电煤的价格、燃料的管理以及电煤的质量等。……
