摘要：提升产业竞争力是柳州推动工业高质量发展的必然选择。首先，通过提高代表性企业的公司治理水平，优化营商环境大力发展中小企业和创新招商引资方式引入大型项目三个途径夯实产业发展微观基础，并发展产业集群，从而构筑强有力的企业→产业→经济体成长链条。其次，推动校市融合发展，建立专注于经济发展的宏观、中观、微观系列智库和全民学习与技能提升培训平台，从而构建创新研究型城市，为产业可持续发展提供足够的智力支持。最后，主动提升城市和本地产品知名度，建设开放型经济，帮助本地企业拓宽市场需求。

Abstract： Enhancing industrial competitiveness is the inevitable choice for Liuzhou to promote high-quality industrial development.Firstly， the government can use three ways to consolidate micro-foundation of industrial development by improving corporate governance level，optimizing business environment and innovating investment methods to introduce large-scale projects，and then develop industrial clusters， in order to build a powerful enterprise-industry-economy growth chain. Secondly，the government should promote the integration between school and city development，establish think tanks and training platform for people to upgrade skills ， so as to build innovative research-based city and provide sufficient intellectual support for industrial development.Finally， the government should increase reputation of city and local products， and build open economy to broaden market demand for local enterprises.

2018年9月3—4日召開推进柳州市工业高质量发展、建设现代制造城现场会。提出 “推进柳州市工业高质量发展、建设现代制造城，是区党委、政府作出的重大决策部署，要把这项工作放到全区、全国发展大局和面向世界开放的大格局中去思考、去谋划、去部署、去推进，要充分发挥好柳州工业的龙头和引领作用，激活全区工业发展‘一池春水，形成全区工业高质量发展新格局。”由此可见，柳州作为广西区最大工业城市，实现工业高质量发展意义重大。提升产业竞争力是实现工业高质量发展的必由之路，那么，作为西部地区非省会城市，柳州该如何利用好现有产业优势，补足短板、破解制约，沿着何种思路和对策提升产业竞争力，值得探讨。……
