摘要：环境监测与环境监察成为环境保护的重要组成部分，二者相辅相成，密不可分。本文在分析了环境监测与环境监察职能的基础上，探讨了环境监测与环境监察的共性及差异，并提出了协调二者关系，共同发挥各自优势的相关对策，为环境保护工作的发展贡献力量。

Abstract： Environmental monitoring and environmental monitoring have become an important part of environmental protection. The two complement each other and are inseparable. Based on the analysis of the functions of environmental monitoring and environmental monitoring， this paper discusses the commonalities and differences between environmental monitoring and environmental monitoring， and proposes countermeasures to coordinate the relationship between the two， and jointly exert their respective advantages， and make positive contributions to environmental protection.

环境监测与环境监察成为环境保护的重要组成部分，二者相辅相成，密不可分。环境监测与环境监察作为环境保护的两大有效举措，需要在实际执行环节理顺二者关系，发挥二者的最大功能。

1 环境监测与环境监察职能

1.1 环境监测职能

环境监测的职能主要是利用化学、物理、生物等分析方法检测环境污染物现状，以及环境质量及其变化趋势，为环境主管部门作出环境监管提供参考。利用现代环境监测技术分析和评价环境质量现状，帮助人们及时认清环境污染物及其污染源的时空分布特征。此外，利用环境监测结果，评价各级主管部门环境污染防治效果，掌握环境质量动态变化，从而科学预测出环境污染的发展趋势;建立环境监测数据及环境污染模式验证，为项目建设开展环境影响评价提供数据支持。

1.2 环境监察职能

环境监察的职能是对各级组织或个人在履行、遵守环境领域法律法规行为依法进行监督，并根据行为后果作出处理。重点是监督检查环保行政主管部门管辖范围内的单位或个人行为，并对落实国家或地方环境保护法律法规、规划等执行情况，以及违法违规行为作出处理。……
