【摘 要】石油钻井工程具有工程量大、复杂、技术要求高等特点，在钻井工程的开展过程中会消耗大量的人力和财力，有数据显示，钻井工程投资成本量占整个工程的四成左右，所以说钻井工程成本研究对于钻井工程的经济效益意义重大。论文主要以如何降低钻井工程成本消耗为中心展开论述，提出解决钻井工程成本消耗问题的具体措施。

【Abstract】Petroleum drilling engineering has the characteristics of large amount of engineering， complexity and high technical requirements. It will consume a lot of manpower and financial resources in the process of drilling engineering development. Data show that the investment cost of drilling engineering accounts for about 40% of the total project， so the cost study of drilling engineering is of great significance to the economic benefits of drilling engineering. This paper mainly discusses how to reduce the cost consumption of drilling engineering， and puts forward specific measures to solve the cost consumption of drilling engineering.

1 引言

钻井工程是石油天然气勘探开发的一个重要环节，对整个石油工程有着举足轻重的作用，在石油开采之前必须进行钻井工作。伴随着全球石油市场竞争力的不断加剧，石油天然气公司面对恶劣的市场竞争环境必须要进行成本控制，如果能够减少石油企业成本，那么就可以提高企业的经济效益。

2 成本消耗定额在石油钻井工程中的含义概述

石油钻井成本消耗定额指的是在生产条件相同的情况下，以科学的手段作为辅助对将要完成的工作量做出一定的限制，并且在限制条件中计算出成本消耗量。石油消耗定额往往由消耗定额、服务定额和周期定额三部分组成，消耗定额与石油钻井的运行周期有关，服务定额与石油钻井平台的管理有关。建立成本消耗定额制度有助于形成以劳务价值为中心的成本定额管理体系，从而规范石油钻井项目各种劳动关系。
