【摘 要】在国家高度重视知识产权工作的战略背景下，我国高校知识产权工作取得了长足的进步，但也存在诸多问题，尤其是知识产权服务方面。本文分析了“双一流”背景下高校知识产权服务存在的问题，提出了要健全知识产权管理及服务支撑机构、构建高效的知识产权管理制度、加强技术和知识产权服务和交易平台建设、引进和培养知识产权管理专业人才、延伸知识产权服务外延、挖掘服务深度等对策。

【Abstract】Under the background of the country's high emphasis on intellectual property rights， universities in China have made great progress in intellectual property work， but there are also many problems， especially in intellectual property services. The paper analyzes the problems existing in the intellectual property service of universities under the “Dual First –rate” background， and proposes to strengthen the establishment of intellectual property service institutions、build an efficient intellectual property management system、enhance the construction of trading platforms of technology and intellectual property 、Cultivate intellectual property management team， extend the extension of intellectual property services， and tap the depth of services.

2018年4月10日，習近平总书记在博鳌亚洲论坛年会开幕式上强调“加强知识产权保护，这是完善知识产权保护制度最重要的内容，也是提高中国经济竞争力最大的激励”。知识产权是衡量一个国家创新能力和经济竞争实力的重要指标，是国家创新驱动的重要动力。近年来，我国政府对知识产权服务工作的重视程度不断提高。2012年11月，国家知识产权局联合国家发改委、科技部等部委发布《关于加快培育和发展知识产权服务业的指导意见》，提出加快发展知识产权服务业，是促进科技和经济紧密结合的重要抓手，是提高产业核心竞争力、促进经济结构调整、加快转变经济发展方式的重要举措[1]。

高校拥有社会最丰富的研发资源与最优秀的学术人才，是科技创新的主体。2014年习近平总书记在上海考察时提出，要加强科研院所和高等院校创新条件建设，完善知识产权运用和保护机制，激发科研人员创新活力，让各类人才的创新智慧竞相迸发。……
