【摘 要】产业集群对推动地方经济高质量发展有着重要作用。在对产业集群风险特征分析的基础上，进一步探讨了产业集群风险对企业、集群及地方经济发展可能带来的影响，并进一步提出了夯实产业集群发展基础、强化产业集群创新管理、加强产业集群控制管理、打造地标性产业集群等防范产业集群风险的对策建议。

【Abstract】Industrial cluster plays an important role in promoting the high-quality development of local economy. Based on the analysis of the risk characteristics of industrial cluster， the paper further discusses the risk to the enterprise， the cluster industry cluster and the possible influence of local economic development， and further puts forward the compaction of industrial cluster development foundation， strengthening the management of industrial cluster innovation， strengthening the control of industrial cluster management， makes the landmark industry cluster and prevention countermeasures and suggestions for risk of industry cluster.

1 引言

近年来，产业集群在推动地方经济发展上扮演着重要的角色，起着不可替代的作用。尽管产业集群在地理位置上相对集中，又属于相同产业范畴，但集群内的企业关系却和企业集团内部企业不同，这些企业是各自独立存在的。因此，产业集群的风险与产业集群相伴相生，地方政府、产业集群及集群内企业必须充分重视集群风险，并采取积极的措施防范风险。

2 产业集群风险的特征

2.1 客观自发性

自然界中的任何事物发展过程中，都不可避免地面临着风险，产业集群也不例外，产业集群的风险也是客观存在的。不仅如此，人们对这些风险也不易预测，因为这是一种“自发的秩序”，由于人们并不能确切地了解产业运动规律，自然无法预知风险结果。也就是说这一“自发秩序”可以通过设计破坏，但却无法消除。

2.2 模糊可控性

产业集群是在一个巨大而活跃的市场环境中成长和发展的。而当前的市场环境活跃程度超过以往任何时期，这使得产业集群的外部环境也具有不确定性，自然产业集群风险的出现就在所难免。……
