【摘 要】对房地产企业而言，资金是企业运营的血脉，资金管理在房企整个管控体系中居于极其关键的位置。俗话说：可以一时没有利润，但不能没有资金流。资金流的运动过程反映了企业的经营活动及过程中所实现的经济效益。财务管理的核心就是对资金和资金流的管理，论文主要从资金管理的原则、资金计划管理、收支管理、存量管理方面浅议房地产企业的资金管理。

【Abstract】For real estate enterprises， capital is the blood of enterprise operation.Capital management plays an extremely key role in the whole management and control system of real estate enterprises. As the saying goes， there can be no profit at the moment， but there can't be no capital flow. The movement process of capital flow reflects the economic benefits achieved by enterprises in their business activities and processes. The core of financial management is the management of funds and capital flows. The paper mainly discusses the capital management of real estate enterprises from the principles of capital management， capital plan management， revenue and expenditure management and stock management.

1 引言

资金管理是指企业为保证战略发展规划和短期经营计划的实现，通过资金的筹措（包括销售回款及融资性筹措）、资金投放及日常管理，合理并有计划地安排各类支出，使项目运营能顺利推进，同时在实施过程中保证资金的安全性和高效运转。

2 房地产企业资金管理的原则

2.1 集中管理原则

房地产企业的命脉即资金，所以首先资金应由集团公司（或总部）统一集中进行管理，各项目及职能部门的资金及银行账户均应由集团财务统一管理。

2.2 授权管理原则

集团公司负责公司各项目、各职能部门资金收支总额度的管理控制，各项目、各职能部门的具体资金收支由集团分级授权进行管理。

2.3 以收定支原则

房地产企业资金支出必须建立在年度、季度、月度销售回款的基础上进行计划性开支。

2.4 刚性管理原则

经集团公司审批确定的资金管理制度、原则、目标、计划、方案等均须严格遵照执行，任何个人、部门均不得突破。……
