摘 要 英国是世界上政府数据开放程度最高的国家，论文以《英国开放政府国家行动计划2016-2018》为例，对其进行介绍和分析，认为我国政府数据开放可以借鉴英国的成功之处，并从制定完善的开放数据政策体系，加强政府数据平台建设，积极鼓励社会各界参与，以用户需求为导向四个方面进行了分析，以期对我国政府及公共图书馆数据建设有所启示。

Abstract UK is the country with highest level of open government data in the world. Through introducing and analyzing the commitments based on UK Open Government National Action Plan 2016-2018， this paper provides some references for our country through exploring its open government data practice cases. It makes some suggestions for our government and public libraries， including establishing complete open data policy system， strengthening the construction of government data platform， encouraging all sectors of society to participate， and to be more user-oriented.

英国是政府数据开放的先驱和领导者，同时也是世界上政府数据开放程度最高的国家。万维网基金会2016年发布的《开放数据晴雨表》（Open Data Barometer）显示，英国的政府数据开放得分以近满分位列全球第一，加拿大和法国仅随其后，中国则以总得分20分（百分制）[1]排在71位。可以看出，我国政府在数据开放层面和发达国家相比仍有很大差距。因此，本文通过分析英国最新政府开放数据政策《英国开放政府国家行动计划2016—2018》 ，总结经验，以期为我国政府开放数据的实施提出建议。

1 英国政府开放数据政策概述

在政府数据开放层面，英国政府作出了积极努力。早在2010年，英国首相卡梅伦就提出希望英国政府成为世界上最具开放性和透明性的政府。2011年9月，启动第一个开放政府国家行动计划，聚焦改善公共服务及更有效地进行公共资源管理方面[2]。2013年至2015年开展第二个开放政府国家行动计划，在反腐败、受益所有权、信息基础设施建设以及提高援助、地方当局的透明度等领域做出了21条承诺[3]。……
