【摘 要】我国铁路国际联运发展已经进入了全国性攻坚阶段，其中，国际联运的运输量尤为重要。论文通过对铁路国际联运发展的重要性与特点进行分析研究，系统论述了优化铁路国际联运发展與管理的重要措施，为我国铁路国际联运的质量与效率提供相应的参考意见。

【Abstract】The development of railway international intermodal transport in China has entered a national critical stage， among which， the transport volume of international intermodal transport is particularly important. The paper analyzes the importance and characteristics of the development of railway international intermodal transport， systematically discusses the important measures to optimize the development and management of railway international intermodal transport， so as to provide reference for the quality and efficiency of railway international intermodal transport in china.

1 引言

铁路国际联运发展是一项宏伟且系统的工程。加强对铁路国际联运体系的管理，以安全、高效、具有针对性的方式控制铁路国际联运的全过程。使铁路国际联运宏观上符合运输贸易需求，微观上可以保证效率，并发挥其价值作用。注重铁路国际联运信息化建设的重要性，对铁路国际联运发展过程中存在的问题和实际情况进行分析，以“一路一带”为切入点，探寻管理创新对铁路国际联运发展的深层变革，从而有效提升铁路国际联运的质量和效率，以确保铁路国际联运任务与目标的成功实现。

2 铁路口岸进出口运输量分析

随着我国经济建设的高速发展，世界贸易逐渐成为我国当今主要的经济活动。但随着多方运输渠道的开通与航运能力的迅速提升，铁路国际联运发展受到相对的影响与限制。现阶段，据有关数据统计调查，我国铁路国际联运运输量出现平缓并下滑趋势，这种趋势的出现受诸多因素影响，其中包括国际国际贸易逐渐的不良竞争与恶性垄断，也有我国自身外贸决策的失利问题。……
