摘 要：本文基于目前各高校创新创业教育与管理的现状和当代信息技术，规划设计了一个功能全面的大学生创新创业信息服务平台架构，结合学校实际提出了校、院、指导老师三级审核的项目管理流程，并对项目管理系统中的角色权限表、基础代码表、模块代码表、用户表、项目基本信息表等进行了分析和设计。

Abstract：Based on the present situation of innovation and management of various colleges and universities and contemporary information technology，this paper designs a comprehensive and functional framework for the information service platform for college students innovation and entrepreneurship，and puts forward the project management process of three level audits for the school，college and instructor in combination with the actual school，and the angle of the project management system. The tables of role permissions，basic code tables，module code tables，user tables，and project basic information are analyzed and designed.

1 研究背景

根据“十七大”提出的“提高自主创新能力，建设创新型国家”、《普通本科学校创业教育教学基本要求（试行）》、《国务院办公厅关于深化高等学校创新创业教育改革的实施意见》（国办发[2015]36号）等有关文件的要求，各高校都在开展多种多样的创新创业教育和实践活动，为大学生进行创新创业活动提供支持和帮助，主要形式有如下几种。

教务处组织各学院修订人才培养方案，构建学科渗透、课堂教学及实践培训相结合的创新创业课程模式；负责组织“大学生创新项目”大赛、“互联网+项目”大赛；指导各学院做好各级各类学科竞赛；做好实验教学、毕业论文、实习、见习实践教学活动；做好基地建设和实验实训室的资源共享活动；通过大学科技园，组织开展创新创业训练活动，加快创新创业科技成果孵化和转化，为产学研结合提供支持和服务；校团委负责组织“挑战者杯”和各级各类技能比赛；招生就业处组织学生参与“大学生创业项目”和举办创业培训等大赛；……
