摘 要 文化作为一种精神力量，能丰富人的精神世界，增强人的精神力量，促进人的全面发展，从而推进整个社会的全面发展。本文以中国热带农业科学院为例，从如何在工作中选好有力抓手为切入点，做好科研院所文化建设，增强院所文化建设工作的实效性，推动院所工作发展。

Cultural Construction of Scientific Research Institutions——Taking the Chinese Academy of Tropical Agricultural Sciences as an example

Abstact As a kind of mind power，culture could enrich humans spiritual world，strengthen humans spiritual power and promote the development of people and society. Taking the Chinese Academy of Tropical Agricultural Sciences as an example， this paper analyzed how to select a strong grasp as the staring point，dose well in the cultural construction， enhance the effectiveness of the cultural construction work of institutions and promote the development of cultural work in the institutions.

文化作为一种精神力量，能丰富人的精神世界，增强人的精神力量，促进人的全面发展，从而推进整个社会的全面发展。中国热带农业科学院作为国家级农业科研单位，担负着为推进现代农业建设和社会主义新农村建设提供科技支撑的历史重任。注重文化建设，对于激励和培育创新思维、创新人才、实现可持续发展，具有积极的促进作用。如何在工作中选好有力抓手为切入点，增强院所文化建设工作的实效性，是我们面临的一项新课题。笔者根据实际工作经验从4个方面谈谈具体做法。

1 健全群团组织体系

院所文化建设应形成党委统一领导，党政共同负责的领导体制，依托群团组织，形成干部职工广泛参与的党政群团齐抓共管的工作格局。健全的群团组织体系是做好院所文化建设的基础。

群团组织健全起来成为中国热带农业科学院所抓文化建设“九个起来”的首要工作。为此，中国热带农业科学院从上至下联动起来，完成工会、团委、女工委的成立、换届、增补工作，使群团组织作用真正发挥起来，最广泛地把群众组织、动员团结起来，形成合力推进院所文化建设发展。……
