摘 要 海南不仅拥有得天独厚的气候、生态环境、热带农业，还拥有民族风情与传统文化等丰富资源，因此海南发展休闲农业潜力巨大。随着海南国家旅游岛建设的持续推进，发展休闲农业，可以促使传统农业的转型升级、推进农村一二三产业融合发展，为农民创造更多的收入空间。本文通过深刻剖析海南休闲农业目前存在的主要问题：如规划引导力度不够，产业发展水平不高，基础设施建设滞后等。分析海南休闲农业的优势资源，提出发展建议，供业内人士共同探讨，以期寻找一条适合海南休闲农业发展的重要路径。

Discussion on the Development of Leisure Agriculture in Hainan

Abstract Hainan province not only had the unique climate， environment and tropical agriculture， but also had the rich resources of national customs and traditional culture. The potential of developing leisure agriculture in Hainan was great. With the continuous promotion of the construction of Hainan National Tourism Island， leisure agriculture could promote the transformation and upgrading of traditional agriculture， promote the integration and development of the 123 industry in the rural areas and create more income for farmers. The main problems of Hainan's leisure agriculture were analyzed， such as inadequate planning， low level of industrial development and lagging infrastructure construction. The advantages of Hainan's leisure agriculture were discussed， some positive suggestions were put forward in order to find an important path suitable for the development of leisure agriculture in Hainan.

休闲农业，是指在一定生产条件及生产环境下，充分利用现有的农业资源，发展旅游、观光、休闲等一种新型农业生产业态。据有关资料显示，休闲农业最早出现于19世纪30年代，首先在意大利、奥地利等欧美国家率先发展。休闲农业的产生是由于在城市化进程中的人口剧增所带来的生活压力，导致人们渴望到农村享受暂时的悠闲与宁静，且体验乡村生活而产生。

2017年的中央一号文件《中共中央、国务院关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》明確提出要大力发展乡村休闲旅游产业。休闲农业的发展，可有效促进传统农业的转型升级，有利于推动一二三产业融合发展，是打造国际旅游岛建设的新亮点，也是海南发展“全域旅游”的重要路径，可为农民创造更多的收入。……
