摘要：为科学制定海绵城市系统建设方案，以珲春市为研究对象，基于低影响开发（LID）思路，探究海绵城市内涵与及其构建途径。首先，采集分析珲春市城市地理数据，阐述海绵城市系统及其构成元素，分析低影响开发策略的内在机理，探析基于LID雨水系统的海绵城市系统建设途径，制定珲春市海绵城市总体方案框架。研究成果能为海绵城市建设提供科学指导依据。

Abstract： To formulate the construction plan of sponge city system for science， we take hunchun city as the research object， and explore the connotation and construction way of sponge city based on the idea of low-impact development（LID）. First， we collected and analyzed the urban geographic data of huichun city， and expounded the sponge city system and its constituent elements， and analyzed the internal mechanism of low-impact development strategy； and secondly， we explored the construction approach of sponge city system based on the LID rainwater system； at last， we formulated the overall plan framework of sponge city in huichun city. The research results can provide scientific guidance for the construction of sponge city.

0 引言

珲春市隶属于吉林省延边朝鲜族自治州，位于东部的图们江下游，是一座“水在城中，人在画中”的东北亚明珠城市，是东北亚地区的几何中心。该地区属中纬度、中温度、近海洋性季风气候区，气候温和湿润，冬暖夏凉，生态环境极好。城市濒江临海、依山拥水，拥有河流、湖泊、湿地、草原、森林、沙漠等多种地貌类型，森林植被覆盖率高，空气质量在全国居于前列。按照国家赋予珲春国际合作示范区的功能定位，全市围绕建成通达开放的国际合作示范城市、山清水秀的生态宜居城市、区域休闲旅游城市的目标，坚持把生态文明理念全面融入城市开发建设过程中，加快提升开放窗口城市的基础设施功能和承载力，在新型城镇化建设、推动建设美丽珲春，打造中国北方边境风貌城市等方面取得突出成效，2015年城镇化率已达到65%左右。良好的自然生态本底条件，以及城镇化推进和建设国际化边境开放城市要求，使得城市低影响开发雨水系统的构建具有了切实的必要性和可行性，“海绵城市”建设试点势在必行。……
