摘要：通过对德国职业学校和应用技术大学的访问与实践，探讨其符合市场发展规律的技能型和技术型人才培养体系，分析其基础教育对技能型和技术型人才培养模式的支撑作用。我国目前存在人才培养与市场不接轨、动手实践能力偏弱等现象，探讨两国教育体制上的不同，提出现行教育中出现的问题，分别对比基础教育、职业教育、企业教育、应用技術大学教育和教师要求这几方面的差异，借鉴德国教育体系下的先进理念，吸取其人才培养优点，提升我国人才培养质量，从而达到培养的人才所具备的能力更加符合市场需求的目的。

Abstract： Through the visit and practice of German professional education and university of applied technology， the skilled and technical personnel training system which conforms to the law of market development is discussed and the supporting role of basic education in the training mode of skilled and technical personnel is analyzed. At present， there exists the phenomenon of talent cultivation being not in line with the market demands and the operation abilities of the graduates are weak in our country， so the differences of education system in the two countries are probed and the existing problems are put forward in education. Respectively compared to the differences of basic education， vocational education， enterprise education， university of applied technology education， and ability requirement of teacher， we'll learn from advanced ideas of the German education system， learn the advantages of personnel training， and improve the quality of talent cultivation in our country so as to cultivate the talents with the purpose of the ability to further meet the market demands.

1 绪论

作为高度发达的工业化强国，德国职业教育特色鲜明，其技术型和技能型人才培养被世界各国广泛关注。“双元制”职业教育是技能型人才培养的重要模式，被公认为二战后德国工业发展的基石，是德国经济腾飞的法宝，包括中国在内的很多国家上世纪就开始学习和效仿德国的职业教育模式[1]。进入21世纪，我国高等教育发展迅猛，1999年以后“专升本”高校占据本科院校数量及在校生人数半数以上。近几年高校毕业生数量屡创新高，出现了就业难、专业对口的就业更难现象，为了适应市场需求及吸取国外大学办学经验，国家考虑高校分类建设，提出部分高校转型发展，建设应用技术大学的办学宗旨。

通过赴德进行职业教育交流与实践，德国职业教育模式和体系却有很多值得我们借鉴，但限于整体教育体系差异，如何能充分吸取其职业教育条例和框架精髓仍需深入探讨。……
