摘要：为了建立港口设备维修作业活动隐患排查标准，基于风险管理科学的原理，在对港口设备维修作业安全风险与危险源来源的研究基础上，运用JHA分析方法识别港口设备维修作业活动（本文以叉车保养作业为例）中存在的安全风险、危险源，建立港口设备维修作业活动安全风险、危险源及控制措施信息库。在此基础上，建立港口设备维修作业隐患排查标准。

Abstract： In order to establish hazard investigation standards for port equipment maintenance operation activities， based on the principle of risk management science and the research on the safety risk and source of the hazards of port equipment maintenance operations， using JHA analysis method to identify safety risks and hazards in port equipment maintenance operations（This article takes forklift maintenance operations as an example）. An information database of safety risks， hazard and control measures for port equipment maintenance operations is established. Based on this， we established the criteria for the investigation of hidden dangers in the maintenance of port equipment.

0 引言

与一般工业企业不同，港口装卸企业不提供实物产品，而提供劳务，即所谓“无形产品”。

港口装卸企业完成货物空间位置的转移，即从这种运输工具，转移到那种运输工具；从这种运输方式，衔接到那种运输方式。在此过程中，会使用到大量的机械设备，随着港口作业机械化程度的提高，其设备管理水平的高低直接影响港口作业质量、作业进度和作业效益。其中，设备维修作业是保障设备正常作业的必要手段。设备的维修作业直接关系港口设备的安全有效运行，也直接影响着港口公司的生产任务顺利与否。现在国内只注重强调设备管理，在维护上下的功夫远远不足，且未有在维修作业安全方面的研究与防控措施的制定。这导致在近年来，在港口设备维修作业中，事故频发。隐患排查是实现维修作业事故控制的有效手段，隐患排查需要建立隐患排查标准，但目前，我国企业隐患排查标准的建立普遍是基于经验方法，缺乏科学的理论依据。……
