摘要：随着社会经济的发展，科学技术的进步，我国的科研事业单位的科研水平与创新能力也得到了有效的提高。近几年来，我国不断加大对改善科研事业单位科研条件的专项资金扶持力度，使得如何有效提高专项资金的利用效率，早已经成为大部分科研事业单位重要管理内容。为此，该文章针对如何有效提高科研事业单位工程建设项目的管理能力进行了认真的分析与研究，并提出了几点相关的合理化措施。

Abstract： With the development of social economy and the advancement of science and technology， the scientific research level and innovation ability of China's scientific research institutions have also been effectively improved. In recent years， China has continuously increased the support for special funds to improve the scientific research conditions of scientific research institutions， so that how to effectively improve the utilization efficiency of special funds has already become an important management content of most scientific research institutions. To this end， the article has carried out a serious analysis and research on how to effectively improve the management capabilities of engineering construction projects in scientific research institutions， and proposed several related rationalization measures.

0 引言

在我国现阶段，科研事业单位是我国事业单位不可或缺的组成部分，由于科研事业单位的特殊性，怎样管理好项目建设就成为了一个重大的难题，同时也是工程建设项目管理中的一个主要的问题。工程建设项目管理是一项综合性极高的工作。目前，项目规划立项、项目施工管理、项目验收与评价已经成为科研事业单位日常管理过程中最重要的管理内容。在这一过程中，科研事业单位就要不断的加强工程项目管理，从而提高自身的管理水平。

1 科研事业单位工程建设项目管理中的问题

1.1 监督管理制度不健全

科研事业单位工程建设项目的管理往往由于没有健全完善的监督管理制度，使得在工程建设项目的管理方面较为混乱。另外，由于工程建设项目的投资规模大，一旦缺乏有效的监督与约束，就会使得该项工程的评估、承包、招投标和工程款支付方式的环节得不有效管理。……
