[摘要]《建设项目电子文件归档和电子档案管理暂行办法》的施行，标志着我国建设项目档案管理迈进了以电子档案为主的后保管时代；后现代主义哲学家德里达关于记忆的档案化理论对建设项目电子档案管理具有指导意义。论文从档案形成者角度提出的“原始信息档案化”，从电子档案形成主体和原始信息两个源头保证电子档案的真实性，其本质是对信息的实时采集和标准化管理，关键是法规遵从性机制与透明化体系的契合，目标是形成真实、完整、全息的电子档案。

Abstract： Chinas construction project archives management has stepped into Post-custody Era based on electronic archives. The archival theory of memory by postmodernist philosopher Derrida has a guiding significance for the construction of electronic archives management. The paper puts forward "the original information file" from the perspective of the archiformers，which ensure the authenticity of electronic archives from the formation of electronic archives subject and two original information sources.Its essence is the real- time collection and standardization of management information， the key is to fit the compliance mechanism and transparent system， and the goal is to form the real electronic archives complete hologram.

2016年11月，《國家档案局和国家发展改革委员会关于印发<建设项目电子文件归档和电子档案管理暂行办法>的通知》（档发[2016]11号）印发。《建设项目电子文件归档和电子档案管理暂行办法》（以下简称暂行办法）指出，“本办法适用于中央和省级政府投资主管部门审批、核准和备案的建设项目”；“政府投资主管部门、行业主管部门应当把电子文件归档和电子档案管理工作纳入项目建设计划、竣工验收要求”；“档案行政管理部门负责对项目电子文件归档及电子档案的保管、利用和移交工作进行监督、指导，将电子档案管理工作纳入档案专项验收内容”。[1]
