[摘要]一流既是一种保持领先地位的比较状态，也是一种崇尚卓越的价值追求。“一流建设”是现代大学的内生逻辑，也是推动高等教育内涵式发展的必由之路。城市型、应用型大学属于应用型大学范畴，是“一流建设”逻辑在高校应用型发展模式探索中的科学实践。城市型、应用型大学实施“一流建设”发展战略，必须坚持

“一流建设”精神，完善办学定位和发展目标；必须坚持学科和专业突破，带动整体发展；必须坚持与时俱进，动态调整“一流建设”发展目标；必须坚持深化综合改革，完善保障和推进“一流建设”的体制机制。

Abstract： First-class is not only a comparative state of maintaining a leading position， but also a pursuit of value that advocates excellence. “First-class construction” is the endogenous logic of modern universities and the only way to promote the connotative development of higher education. City-based， application-oriented universities belong to the category of application-oriented universities， which is a scientific practice of universities in the exploration of application-oriented development mode. 当前，“中国特色社会主义进入新时代，我国社会主要矛盾转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。”[1]11在高等教育领域，这一社会主要矛盾具体表现为，人民日益增长的对更公平地享有高质量高等教育的期盼与不平衡不充分的高等教育供给之间的矛盾。因此，党中央、国务院在关于推进“世界一流大学和一流学科建设”（以下简称“双一流”）的决策部署中明确强调，“鼓励积极探索不同类型高校的一流建设之路”，“高校要根据自身实际，合理选择一流大学和一流学科建设路径，科学规划、积极推进。”[2]党的十九大报告也明确指出，要“加快一流大学和一流学科建设，实现高等教育内涵式发展”[1]46。……
