【摘 要】区域科技创新能力作为衡量一个区域科技实力的重要尺度，是一个复杂的系统，对其测度需要建立一个多变量的综合评价体系。本文从科技创新投入能力、科技创新产出能力、科技创新环境支撑能力和科技促进可持续发展能力等4个方面，选取26个二级指标，建立科技创新评价模型，下一步将收集相关数据，对淮海经济区核心区城市和江苏省十三市的科技创新能力予以定量评价，并进行横向比较分析，以期为提高徐州科技创新能力提供借鉴。

Construction of Evaluation Model of Science and Technology Innovation

【Abstract】As an important measure of regional scientific and technological strength， regional scientific and technological innovation ability is a complex system. To measure it， a multi-variable comprehensive evaluation system is needed. In this paper， 26 secondary indexes are selected from the four aspects of input ability， output ability， environment support ability and sustainable development ability， and the evaluation model of scientific and technological innovation is established. The next step will be to collect relevant data to quantitatively evaluate the scientific and technological innovation ability of cities in the core area of Huaihai Economic Zone and 13 cities in Jiangsu Province and to carry out horizontal comparative analysis in order to provide reference for improving the scientific and technological innovation ability of Xuzhou.

0 引言

隨着知识经济和经济全球化发展，科技创新成为一个地区转型升级和经济社会可持续发展的新动力，对加速地区经济增长方式的转变，优化产业结构，提升企业、区域竞争力，提高人力资源等都起着极为重要的作用。

习近平在党的十九大报告中指出，创新是引领发展的第一动力，是建设现代化经济体系的战略支撑。从二〇二〇年到二〇三五年，我国经济实力、科技实力将大幅跃升，跻身创新型国家前列。

徐州正积极创建创新型城市和国家知识产权示范市，围绕淮海经济区中心城市目标定位，抓住机遇加快转型升级。在这一历史进程中，科技在徐州经济中的作用正在逐步显现。因此，对徐州市科技创新能力的综合评价及发展战略的研究，分析其在科技基础、科技资源、科技产出和科技支撑服务体系等方面的问题所在凸显出重要意义。……
