【摘 要】党的十九大报告对新时代社会的主要矛盾做出重大论断， 面对当前信息化高度发达的当代社会，人们思想观念和思维方式及关注重心趋于多元化，特别是在直接涉及群众利益的信访工作中，信访问题也趋于复杂化，信访人的个人素质、文化差异，行为态度也会给工作带来一定的棘手。所以，娴熟的思想政治工作能力、学习创新能力和扎实的业务综合能力是新时代政工干部在信访工作中要具备的硬实力。

【Abstract】 The report of the 19th National Congress of the Communist Party of China has made a major judgment on the major contradictions of society in the new era. Facing the highly developed modern society， people's ideas and ways of thinking and their focus of attention are diversified， especially in letters and visits work that directly involve the interests of the masses. Letters and visits also tend to be more complicated. The personal qualities， cultural differences and behavior attitudes of letters and visits will bring some difficulties to the letters and visits work. Therefore， the skillful ideological and political work ability， the learning innovation ability and the solid business comprehensive ability are the hard strength that the political work cadre should have in the letter and visit work in the new era.

1 思想政治工作能力是做好信访工作的关键中枢

新时代群众自我维权意识在不断增强，信访工作实践表明，要做好信访稳定工作，不仅要切实解决信访人所反映的实际问题，而且还要从思想上对其加以正确的引导，引导他们建立法制观念、政策意识、树立正确的人生观、价值观，只有这样理论与实践相结合，才能使信访问题得到根本解决。因此信访工作中，思想政治工作的作用是十分重要不容忽视的，它贯穿于信访工作的全程，思想政治工作的好与坏直接关系到信访工作效能能否得到充分发挥。例如，一次分校电大毕业多年的几位学生接连信访中说道：几年前报名时政策明确说明可以在毕业时领取补贴，现已毕业五六年，至今未收到补贴。当时学生情绪激动，也颇为冲动和失望。面对此问题我高度重视，先是耐心诚恳地安慰学生失望激动的心情，毕竟这件事关系学生切身利益和对我的信任。……
