【摘 要】随着社会经济和技术的飞速发展，我国土地节约集约利用水平不断提高，土地利用效率也不断提升，但同时在土地开发利用中出现的问题也越来越多，这不但影响到我国土地资源的可持续发展，也影响到我国社会经济的发展。因此，在实际工作中需要做好土地利用总体规划，实现对我国土地利用的宏观规划。当然，在进行宏观规划的同时还要考虑城市的微观规划，只有宏观规划和微观规划相结合，才能提升总体的规划效率。

【Abstract】With the rapid development of social economy and technology， the level of land intensive and intensive use in China has been continuously improved and the land use efficiency has been continuously improved. However， at the same time there are more and more problems in the development and utilization of land， which not only affects the sustainable development of China's land resources， but also affects the development of our country's social economy. Therefore， it is necessary to make good use of the general plan of land use and realize the macro-plan of land use in China. Of course， in the process of macro planning， we should also consider the micro planning of the city. Only with the combination of macro planning and micro planning can the overall planning efficiency be improved.

1 引言

土地利用总体规划是对一定时期、一定区域土地开发、利用、整治、保护等的总体安排，在土地管理中處于“龙头”地位[1]。近些年来，为推动我国社会的发展和更加合理有效的利用土地，各级人民政府组织编制了土地利用总体规划，并根据专家和公众意见对规划进行调整和修改完善。但在实际的应用中却依旧存在一些问题，例如，规划缺乏科学性、规划矛盾日益突出、土地利用规划数据库技术应用短缺等。对此，应不断改进规划思路，保证我国土地利用总体规划的科学性、有效性。

2 我国土地利用总体规划存在的问题
