摘 要：运用文献资料法和专家访谈法，对中超联赛引援工作中过度投资问题的表现特征、危害影响、产生原因进行探讨。1）转会溢价和转会亏损是过度投资的重要表现，目前中超联赛的球员转会状况并不正常，天价转会的态势愈演愈烈；2）联赛引援过度投资问题对中超联赛、体育事业及产业以及对社会都产生了一定的负面影响；3）中超联赛引援过度投资的原因包含政府因素、联赛管理权限因素、内部管理制度因素、联赛利润分配因素、市场资本逐利因素和足球人才短缺因素等。建议调整政府与俱乐部的关系，完善足球职业联盟管理机制，倡导理性的商业开发，加强财务监管，加快足球项目普及等。

Abstract：This paper uses the methods of literature and interview to discuss the characteristics， the harms and the reasons of over-investment in foreign aid in Chinese Super League. The research conclusion： 1） Transfer premium and transfer loss are important parts of over-investment. The transfer of players in the League is not healthy and the situation is becoming more and more serious. 2） The over-investment has had a negative impact on the League itself， the sport enterprise and the society. 3） The excessive investment results from a variety of factors， including government， league administrative authority， internal management system， the league profit distribution， market capital profit factors and football talent shortage. Countermeasures are given， including adjusting the relationship between the government and the club， perfecting the football league management mechanism， advocating rational commercial development， strengthening financial supervision and speeding up the popularization of the game.

我国足球职业化改革历程已逾23年，从举办了10年的“甲A”联赛到至今已有13个赛季的“中超”联赛，内援流动和外援输入的球员转会制度保障，是我国职业足球联赛水平不断提升的重要因素之一。但是，近年来一些俱乐部在内外援引进工作中“疯狂烧钱，过度投资”的现象愈演愈烈[1]。国家体育总局局长苟仲文在谈到“天价球员”时提到：“足球投资者‘有钱就任性，他们意在商业，不在足球[2]。”从联赛健康发展和足球产业兴盛的角度看，能够体现球员本体价值和联赛市场价值的球员转会，是符合职业足球发展规律的。因此，本研究基于经济学、社会学、运动训练学等学科理论，探讨当前我国职业足球俱乐部“引援过度投资”[JP+1]特征及其背后深层次的问题，对中国体育职业化改革将发挥积极的学术研究指导实践工作的作用。……
