摘要：以吉林省西部的扶余市、中部的九台区、东部的敦化市为例，结合3个市（区）人口、经济、土地3方面指标，建立合理的评价指标体系，运用层次分析法评价各市（区）区域建设用地节约集约利用水平。结果表明，3个区域建设用地节约集约利用处于中等偏下水平，其中，敦化市节约集约利用水平最高，为73.47；其次是九台区，为71.25；最次是扶余市，为68.01，评价结果差别不大，大致反映了吉林省东、中、西部一带区域建设用地节约集约利用情况。并针对土地利用状况问题，提出相应的政策建议和实施措施。

A comparative Study on the Evaluation of Intensive Use of Regional Urban Construction Land：A Case Study of Fuyu，Dunhua and Jiutai of Jilin Province

Abstract： Taking Fuyu city located at west of Jilin Province， Jiutai district located at middle of Jilin Province and Dunhua city located at east of Jilin Province as examples，a rational evaluation index system was established combined with population，economy and land three indicators，and construction land economical and intensive utilization level of the three cities was evaluated using analytic hierarchy process. The results showed that the economical and intensive utilization of construction land in the three regions was in the middle-lower level. Among them，the highest level of economical and intensive utilization was Dunhua city，the value was 73.47，followed by Jiutai district of 71.25，the worst was Fuyu city，which was 68.01. The results of the evaluation showed little difference，which roughly reflected the economical and intensive utilization of construction land in the eastern，central and western areas of Jilin Province. The corresponding policy suggestions and measures aiming at the problem of land use status were put forward.

土地是人类生存和发展的重要物质基础，随着中国现代化的发展，各地区对土地资源和建设用地的空间需求也在不停增长，然而由于工业化、城镇化、农业现代化快速发展带来的“高消耗低产出”现象普遍存在于各个城市中[1]，粗放式的经济增长模式必定会造成土地资源的巨大浪费，进而让土地资源的供需矛盾日益突出。面对这一严峻形势，国土资源部已于2014年下发通知，决定开展全国城市节约集约用地评价，土地资源的节约集约利用已上升到国家全局性、根本性、战略性任务的高度。节约集约用地成为缓解中国工业化、城镇化快速发展阶段建设用地供需矛盾，引导城镇化健康可持续发展的根本出路，同时也是保障国家粮食安全、经济安全，维护社会稳定、百姓安康的重要前提[2]。……
