【摘要】基于高中学生英语综合运用中出现的问题及成因，本文提出了构建学生英语运用能力体系的必要性，以及具体而有效的构建方法。通过优化重组高中学生英语运用能力体系，既可以有效减少英语运用过程中的“过失性失误”，也可以寻找到解决高难度问题所需要的创新思维方法。以此理论编辑的高中英语运用能力体系校本教材，有助于学生科学构建高中英语运用能力体系，并在英语运用中找到最佳的问题解决方案。

【Abstract】On the basis of problems and causes arisen from English comprehensive application by senior high school students， this article puts forward the necessity of establishing students English application competence system， and the specific and effective methods of forming it. By means of optimization and reorganization of senior high school English application competence system， “careless errors” can be reduced effectively in English using， and at the same time， innovative thinking methods can be found to solve the difficult problems. And based on this theory， school-based teaching textbook can be edited on senior high school English application competence system， which helps students scientifically establish senior high school English application competence system， and find the best solutions to problems in English using.

2016年9月正式发布的《中国学生发展核心素养》，对学生发展核心素养的内涵、表现、落实途径等做了详细阐释，为教学的进一步深化改革指明了方向。虽然学生的核心素养包罗万象，但究其根本，还在于学生运用学科知识与能力解决实际的问题。高中英语运用能力体系的构建与优化从根源上解决此问题，具有较高的理论价值与实践意义。

一、制约高中学生英语运用能力的因素
