摘   要：随着医疗保险制度的不断深入，我国已进入全民医保时代，医疗保险制度的落实与推进以医院为载体通过对患者提供的服务得以体现。医院如何应对改革，确保制度扎实推进以及更好的服务于患者是对医院提出的新要求。利用信息化管理手段是医院顺应医保制度改革，有效提升管理水平的重要手段。

Problems and Countermeasures of Hospital Medical Insurance Information Management

Abstract：At present， with the deepening of the medical insurance system， our country has entered the era of universal medical insurance. The implementation and promotion of the medical insurance system is embodied by the service provided to the patients by the hospital. How to deal with the reform in the hospital？ It is a new requirement for the hospital to ensure the system to advance firmly and to serve the patients better. The use of information management means is an important means for hospitals to comply with the reform of the medical insurance system and effectively improve the management level.

醫院作为医疗保险制度改革的载体，如何适应改革，提升医院医保管理水平，同时兼顾医院经济效益和社会效益[1]，已成为医院管理面临的全新课题。信息化的有效利用使规范化、科学化的管理理念渗透到医院管理之中，使医院的决策建立在对信息的全面掌握和科学评价的基础之上，助力医院由经验管理向信息管理转变[2]，使医院面对复杂多变的医保政策调整能从容应对。

1 信息化在医院医保管理中的运用成效

1.1信息化助力医院医保运营数据的科学评价  医疗卫生制度改革已把患者-医院的二元关系转变为患者-医院-医保管理部门的多元关系，医疗保险制度改革的重点转变为探索支付方式改革[3]，医院作为连接医疗保险制度改革的载体，要想做好医保管理，绝不能局限在对医保政策的解读和考核，而应依赖于医院医保运营数据的科学评价。医院HIS终端和金保系统通过信息化平台传输医疗费用信息，医院通过终端接口提取……
