摘要：【目的】对宝山区卫生行政部门管辖范围内的法定控烟场所的控烟状况进行分析，并提出有效的监管措施。【方法】采用现场监督检查和资料审查方法，对每个控烟场所控烟工作的开展情况进行分析。【结果】法定控烟场所在控烟管理组织、管理人员、制度建立、宣传培训等10个方面的符合率均在90%以上，禁烟标志和监督部门电话张贴率、禁烟制度建立和禁烟宣传的符合率均逐年提高。【结论】宝山区卫生行政部门管辖范围内的法定控烟场所的控烟状况总体良好。室内公共场所禁止吸烟的实现，除了依靠场所的管理者，同时要加大宣传力度，动员全社会积极参与和支持，并进一步完善禁烟监管的措施。

Monitor status of statutory tobacco control sites in Baoshan District，Shanghai XU Li-hui，LIU Xiang-yang，ZHANG Min-hao（Supervision Office，Health and Family Planning Commission，Baoshan District，Shanghai 201901，China）

Abstract： [Objective] To make analysis on the status of tobacco control in statutory tobacco control sites which were under the jurisdiction of Baoshan District health authorities，and to propose effective measures for supervision. [Methods] Document review and on-site supervision and inspection were carried out for analysis on work development situation in each tobacco control site. [Results] In statutory tobacco control sites，the accordance rate was found to be above 90% in 10 aspects as tobacco control management organization，administrative staff，system establishment，propaganda and training and others.In addition，there was an increase year by year in the accordance rates for no smoking signs posted，telephone number posted for supervision departments，establishment of smoking ban system，and propaganda for smoking ban. [Conclusion] The tobacco control situation has been generally good in statutory tobacco control sites under the jurisdiction of Baoshan district health administrative department.In order to achieve indoor smoking bans in public places in addition to the work by site managers，we have to make publicity efforts to mobilize the whole society to participate，support and further improve regulatory measures.

為了减少烟草烟雾的危害，保障公众身体健康，创造良好的公共场所卫生环境，提高城市文明水平，根据有关法律、行政法规，结合上海市实际情况，《上海市公共场所控制吸烟条例》[1]（以下简称“《条例》”）于2009年12月10日由上海市第十三届人民代表大会常务委员会第十五次会议通过，自2010年3月1日起正式施行，至今已有5年。本文对近三年的监督检查情况进行了调查分析，旨在了解宝山区卫生行政部门管辖范围内的法定控烟场所的控烟状况，为进一步制定控烟政策提供依据。……
