摘要： 《“健康中国2030”规划纲要》包括普及健康生活、优化健康服务、完善健康保障、建设健康环境，发展健康产业五项任务，需要多部门的合作，并将健康融入各部门的政策中去。本文对《“健康上海2030”规划纲要》的五项内容和指标，以及对世界卫生组织提出的 “健康融入所有政策”的历史背景和内涵做了详细的介绍，它已成为建设“健康中国”和建设“健康上海”的战略和政策保障。

Abstract： The contents of “Healthy China 2030” include five tasks： building up healthy life，optimizing health services，improving health security，constructing health environment and developing health industry，which need cooperation of multiple sectors and integration of health into policies of all departments.The paper introduces the five contents and indicators of “Healthy Shanghai 2030” and illustrates the historical background and connotation of “Health in all policies” proposed by the World Health Organization.Now it becomes an important strategy and policy guarantee for conducting either “Healthy China 2030” or “Healthy Shanghai 2030”.

贯彻学习中国共产党的十九大精神是全国当前和今后一个时期的首要政治任务。习近平总书记在《决胜全面建成小康社会，夺取新时代中国特色社会主义伟大胜利》的报告中明确指出：“实施健康中国战略要完善国民健康政策，为人民群众提供全方位全周期健康服务。”习总书记始终提到“要把人民健康放在优先发展的战略地位，坚持以人民为中心的发展思想”。《“健康中国2030”规划纲要》就是把维护人民的健康作为建成小康社会和新时代中国卫生事业发展的基石。

1 实施健康中国战略，调动全社会的积极性

要做到这一点，就需要进一步在党的统一领导下，发挥跨部门的协调机制。因为要做到“普及健康生活、优化健康服务、完善健康保障、建设健康环境、发展健康产业”这五项任务[1]，只有卫生和计划生育部门一家是无法完成的，还需要有财政规划部门、人力资源与劳动保障部门、食品和药品监督部门、环境监督部门、教育和文化体育部门、医药工业部门、商业和物流部门等多部门的通力协作。……
