[摘 要] 本文介绍了国内外智库发展的现状及成功典范、提出了科情智库的理想架构和流程。通过对科技查新内涵的最新诠释、结合“科技查新+”观点、科技查新工作内在优势等的阐述，揭示科技查新如何为“科情智库”建设服务，并以实际案例说明科技查新如何为科情智库建设服务，文中提出的一些观点供同行商榷，相互交流。

Abstract： This paper introduces the development status and successful examples of domestic and foreign think tank， and puts forward the ideal framewrok and process of science information think-tank. Through the latest interpretation of sci-tech novelty retrieval's connotation， the expunding of the concept of “sci-tech novelty retrieval +” and the inherent advantages of sci-tech novelty retrieval work， it reveals how sci-tech novelty retroeval serve for the construction of “science information think-tank”， and uses actual case to demonstrate how sci-tech novelty retroeval serve for the construction of science infromation think-tank. Some viewpoints presented in this paper need to be discussed by peers， are for mutual communication.

党的十八届三中全会习总书记明确提出，加强中国特色新型智库建设，建立健全决策咨询制度，把中国特色新型智库建设作为一项重大而紧迫的任务切实抓好。在这种形势下，科技查新工作作为科技领域创新发展的侦察兵、参谋团，应不仅仅局限于出具项目查新报告的单一服务形式，应积极向对科技、经济、社会发展热点问题进行全面分析和客观评价的科技查新新模式上转变，在传统科技查新的基础上，把科技查新工作嵌入到科技创新主休创新活动的各个领域，我们把这种服务形式定义为科技查新+，力求使科技查新工作成为科情智库建设中不可或缺的重要环节，发挥更大作用。

据《全球智库报2015》[1]数据显示：截至2015年底， 全球拥有智库6 846家，中国拥有435家，比2014年增加6家，约占全世界智库总量的6.35%，但中国仅有9家進入全球智库的前150名。美国的三大智库机构布鲁金斯学会[5]、兰德公司[6]及麦肯锡公司的影响力最大。……
