摘 要 人类命运共同体是我国针对世界发展提出的一个重要理念，体现了中国对世界发展的价值取向，为了实现这一理念，中国在实践的层面倡导“一带一路”并取得重大进展，在取得的巨大成就中，哈萨克斯坦作为“丝绸之路经济带”的首倡之地，值得关注。基于此，对人类命运共同体视域下的“一带一路”建设，对中哈在“一带一路”建设中的问题进行思考，无疑具有重要的理论价值和现实意义。

The Concept of "One Belt， One Road" and Its Practice

under the Vision of the Community of Human Destiny

——Taking the Sino-Kazakhstan relationship in the construction of the "One Belt and One Road" as an example

Abstract The community of human destiny is an important concept put forward by China for the development of the world and reflects China's value orientation towards world development. In order to realize this concept， China has promoted the "One Belt and One Road" and made significant progress in the practical aspect. Among them， Kazakhstan is the first place to promote the "Silk Road Economic Belt" and it is worthy of attention. Based on this， it is undoubtedly of great theoretical and practical significance to consider the construction of the Belt and Road under the vision of the community of human destiny and to consider the problems in the construction of China and Kazakhstan in the Belt and Road.

1 人类命运共同体是世界发展的重要理念

人类命运共同体这一由习近平总书记所提出的重要发展战略经过不断的丰富、实践、发展，最终以世界发展的重要理念呈现在我们面前。2013年“人类命运共同体”走上了国际舞台，近年来其在国际上的不断推广与传播也显示出此思想与世界发展的完美契合。习近平总书记在重大场合中均倡导了和平、发展、合作、共赢等当代主题提出了中国方案，并指出各国之间只有相互依存共建信任摒弃侵略杜绝冷战的重要性，全方位分析发展形势回答了什么是人类命运共同体及其演变至今的过程，从而诠释了建设人类命运共体的紧迫性及必然性。习近平总书记牢牢把握改革开放这一中国独有的发展方针，并将马克思主义基本原理与中国实际两者紧密融合找出适合我国发展的道路，不断深化改革努力构建理论为本、实践为主的新局面。……
