摘 要 在“两学一做”视域下，高校学生党员服务意识欠缺成为当前高校党建工作中普遍存在的痼疾。学生党员队伍整体呈现出服务意识差、服务动力弱、欠缺密切联系群众工作作风的局面，学生入党动机不纯，高校党组织重党员发展轻党员管理、党员服务对象存在偏差是导致学生党员服务意识欠缺的主要原因。基于上述问题，北京科技大学文法学院策划实施“党员先锋集结号”行动计划，依托网络管理信息系统、手机客户端软件等开展“亮身份、强服务、当先锋”系列活动，基于互联网技术实现党群供需精确匹配，提升党员服务体验与效率，扎实开展思想引领、榜样宣传、党员考核评选等工作，党员服务意识、服务水平、群众满意度得到有效提升。

Thinking and Exploring on Improving the Service Consciousness of College

Student Party Members under the Background of "Two Learning and One Doing"

——Take School of Humanities and Law， University of Science and Technology Beijing as an example

Abstract Under the circumstance of "two learning and one doing"， the lack of service awareness of college student party members has become a common ailment in the current party building work in colleges and universities. The student party members as a whole showed a situation of poor service awareness， weak service motivation， and lack of close contact with the work style of the masses. Students' motives for joining the party were not pure. The development of party members in colleges and universities， the development of light party members， and the deviation of party members' service objects led to the awareness of student party members. Based on the above problems， the School of Humanities and Law of University of Science and Technology Beijing plans to implement the "Party Pioneer Assembly" action plan， relying on the network management information system and mobile client software to carry out the "light identity， strong service， and be pioneer" activities， and implement the party based on Internet technology. The group supply and demand are precisely matched， the party members' service experience and efficiency are improved， and the work of ideological guidance， role model propaganda， and party members' assessment and selection is carried out in a solid manner. Party members' service awareness， service level and mass satisfaction are effectively improved.

高校學生党员是党的事业发展前进的后备力量，是社会主义事业接班人中的骨干力量。与其它行业系统党组织相比，高校党组织在党员发展、培养、教育方面工作任务更重，学生党员在高校党员群体中占比较高，因而学生党员整体素质的高低，直接关系到高校党建工作的整体水平。

当前高校党建工作线索多、任务重，学生党员队伍整体素质亟待提升。初入大学的学生刚刚具备成为党员的基本条件，对党的认识十分粗浅，需要高校党组织投入大量人力物力对其开展党的基础知识宣传教育。近年来，由于发展党员标准更趋严格，高中生党员发展工作近趋停滞，大学新生党员逐年减少，高校党员发展工作的重要性也逐渐提升，高校党建工作也面临着更多挑战。……
