摘 要 随着市场经济发展，社会对高素质技能型人才的需求越来越多，担负着培養技能型人才的高职院校内部行政管理体制存在着诸如党政职责不清、行政权力与学术权力界限模糊、院系二级管理不协调、绩效考核措施不全面、法规政策不完善等各种各样的问题。结合诊断改进和优质校建设，大力改革内部行政管理体制机制，推动职业教育健康发展成为必然。

Research on Internal Administrative Management of

Public Higher Vocational Colleges

Abstract With the development of market economy， the society has more and more demand for high-quality skilled talents. The internal administrative system of higher vocational colleges that are responsible for cultivating skilled talents has such unclear responsibilities of party and government， administrative rights and academic rights. There are various problems such as ambiguity， uncoordinated secondary management of the department， incomplete performance appraisal measures， and imperfect regulations and policies. Combined with diagnostic improvement and quality school construction， it is inevitable to vigorously reform the internal administrative management system and promote the healthy development of vocational education.

高职教育为社会进步和经济发展起到了巨大的推动作用，发挥了强大的服务功能，“服务经济社会发展能力显著提高。职业院校每年输送近1000万技术技能人才，开展培训达上亿人次”。[1]纵观职业教育发展历程，不难看出，高职院校已经驶进发展快车道。伴随着高等职业教育的快速发展，高职院校特别是公立高职院校内部行政管理问题更为明显和突出，成为影响高职院校发展亟须解决的问题之一。

1 高等职业教育的发展态势

1.1 政策法规不断完善

早在1985年，党中央就提出了发展高等职业技术院校的要求，全国各地迅速掀起了高职教育浪潮，高职院校进入发展的快车道。之后，各级各类新型高职院校展露头脚，在很短时间内迅速适应社会和经济对应用型技术型人才的需求，在社会生产中得到认可，良好的声誉遍布全国。《职业教育法》和《高等教育法》的出台，从法理的角度支持了高职教育的发展，催化了高职教育发展进程。……
