摘 要 职业技术院校人才培养的特点要求更注重学生的个性化培养和学生学习形式的多样性。为了在保证基本培养规格的基础上，给学生提供灵活的学习形式选择，职业技术院校内部需设计一套将不同学习成果转化的学分转换系统，这个系统主要由制度体系。保障体系和运行体系构成，通过学分认定的范围的确定，流程规范、平台构建等，可以方便实现不同学习成果的标准化转换。

Design of School-based Credit Transfer System in Vocational and Technical Colleges

Abstract Characteristics of personnel training in vocational and technical colleges require more emphasis on the individualization of students and the diversity of student learning forms. In order to provide students with flexible forms of learning on the basis of guaranteeing basic training specifications， vocational and technical colleges need to design a set of credit conversion systems that transform different learning outcomes. This system is mainly composed of institutional systems. The composition of the security system and the operating system， through the determination of the scope of credit certification， process specification， platform construction， etc.， can facilitate the standardization of different learning outcomes.

隨着高等教育形态的多样化发展，学历教育、非学历教育及各种形态的短期培训、出国学习以及以MOOCS为代表的网络在线课程等各种方式的学习样态，给高等教育特别是高等职业教育的学生提供了大量的选择机会，作为职业技术院校的学生既要保证其达到基本的知识标准，又要保证满足他们个性化的学习需求。

从国内外研究和实践看，各高校建立校本学分转换体系对学生充分利用各种优质资源交叉培养，发挥高校、社会、企业各方面在人才培养中的协同作用具有积极的现实意义。

1 国内外学分转换体系的现状

1.1国外学分转换体系的基本情况

西方大学的学分制实行比较早，学分的认定、积累、转换有大量的研究与实践。随着各大学之间学生流动的增加，各大学之间学习成绩的认定、转接需要一套便捷的系统来操作，另外，技能培训与学历教育也需要通过某种形式打通。……
