[摘 要]随着我国社会经济的快速发展，社会发展环境发生了翻天覆地的变化，面临的问题也逐渐增加。在复杂多变的环境中，政府需要加强环境管理职能，对环境的破坏程度进行合理控制。一般情况下，环境管理的价值内涵就是生态文明，而推动我国经济快速发展的也是环境管理的价值内涵，与此同时，在环境管理中技术内涵也具有重要意义，技术内涵是指调节城乡、产业等多方面生态关系的环境管理手段。基于此，本文就对生态文明视野下环境管理的实质内涵进行分析。

[Abstract]With the rapid development of Chinas social economy， social development environment had undergone enormous changes， and the problems were increasing gradually. In a complex environment， the government needed to strengthen environmental management functions， and made reasonable control over the extent of environmental damage. Under normal circumstances， the value connotation of environmental management was the ecological civilization， value connotation， and environmental management and promote the rapid development of Chinas economy at the same time， the connotation of technology in environmental management had important significance， technical connotation refered to the environmental management meant to regulate the urban and rural areas， industry and other aspects of the ecological relations. Based on this， this article analyzed the essence of environmental management from the perspective of ecological civilization.

环境管理是治理环境污染的重要途径，要想保证我国社会经济的快速发展，人们的生活得到满足，国家就需要加强环境管理，从而促进我国可以实现快速发展。基于此，本文就对生态文明视野下环境管理的实质内涵进行分析，以期提高国家环境管理的保护水平。

一、生态文明视野下的环境管理技术手段内涵分析

随着十八大的召开，国家对环境保护又提出了新的要求，要求要保护环境，建设生态文明，所以环境管理只有突出生态文明建设，才能实现发展要求，以下就对生态文明视野下的环境管理技术手段内涵进行分析，以期构建实现环境管理的目标。

（一）城乡之间的关系协调

城乡生态关系是生态文明建设的垂直生态链。一般情况下，农村是第一产业的重要基地，城市是第二产业的重要基地，而第三产业则是将农村与城市完美的衔接在一起的中间环节。……
